Well there are several ways to go about it.

If you simply want to make you own card which looks pretty much like the original, and you don't want to fuss with installing any program then the easiest way is to go to yugiohcardmaker and start creating there right away. You don't even have to register unless you want to use the forum as well.
You basically type in the necessary informations and upload a picture from your computer or give them a URL from where on the net to take the picture. You click generate and its done. You can save your picture by right clicking on the picture and save picture as...
If you register for free you can also save your card directly on the website which lets you access it at any later point from any computer.

The image quality of the yugico cards is slightly higher, plus it has a built in crop tool for your images that you upload. It also has the option to create XYZ monster and token cards. And you can register here for free as well so you can use all the extras of this great page (which includes saving your custom cards and even organizing your real card collection). The downside is that this page may not allways run very stable or have long loading times.

Bored of all the normal Yu-Gi-Oh card layouts ? Well maybe you want to swap to OriCa designs then. Those are unique looking cards that do not try to please the regular collector.

The Yu-Gi-Oh Orica maker is probably the easiest way to create your very own orica cards. It is however not the easiest of tasks as this program seems to be a little buggy and does not work on just any computer. I myself could not get this program to work yet.

The best way to create your very own orica cards is through graphic programs tho. Best examples for this task are Photoshop and Gimp.
Gimp beeing freeware obviously beeing the cheaper option. You can download it from filehippo or any old site that offers a variety of downloads.
